1 | Darrell Gilbert was appointed by the Council to fill the vacancy in District 3 created by the death of Councilor Patrick and sworn in to office on May 4, 1993. Darrell Gilbert was then elected by Primary (no Republican candidate) on Feb. 1 1994. He succeeded Mike Patrick who was electrocuted and died in a freak accident on April 5, 1993. |
2 | Robert Nelson died unexpectedly in office on Oct. 31,1994. Mel Rice was elected following Nelson's untimely death and attended his first meeting on Jan. 19, 1995. He chose not to seek re-election. |
3 | James Hogue resigned after winning election as a judge. Art Justis replaced him by special election on Feb. 14, 1995. Justis completed last 13 months of Hogue’s term. |
4 | Roscoe Turner was elected in November 1998 in a special election to replace David Patrick who resigned to run for the State Legislature. Roscoe Turner was sworn in on Nov. 12, 1998. |
5 | Randi Miller resigned after winning special election for District 2 County Commissioner. She was elected to fill the remaining two-year term of Democrat John Selph, who stepped down. Chris Medlock was elected in a special election on Feb. 11, 2003 and was sworn in Feb. 18,2003. |
6 | Roscoe Turner won a court-ordered special election against incumbent councilor David Patrick after accusations of voting irregularities in the February municipal primary went undisputed. The special election in District 3 came the day after the swearing-in ceremony for the eight other city councilors. |
7 | Sam Roop resigned effective 2/18/2005 to join Mayor Bill LaFortune's cabinet as Chief Administrative Officer. Bill Martinson was elected to the Council in a special election on May 10, 2005. Martinson was sworn in on May 17, 2005. |
8 | David Patrick died in office unexpectedly on Sept. 14, 2018. Interim Councilor Karen O'Brien, who served on the Sales Tax Overview Committee, was sworn-in on Oct. 3, 2018 to fill the vacancy. The appointment ensured the approximately 44,000 residents in the district were represented and provided the City Council the ability to continue to conduct business due to majority vote requirements. The Tulsa City Charter, Article VI Section 8 states, “If a vacancy shall occur in the office of a Councilor less than one (1) year prior to the next general election, the Council, by a majority vote of the remaining membership of the Council shall appoint a qualified elector of the election district in which the vacancy exists to fill the vacancy for the remainder of the unexpired term.” |
9 | Anna America resigned on Aug. 22, 2018 to become the director of the Park and Recreation Department. Former Councilor Arianna Moore was sworn-in on Oct. 3, 2018 to fill the vacancy.
