The City Council met on March 27, 2024 for committee meetings and a City Council meeting. 

 

Below are the highlights of Council discussion and action items.   






Urban & Economic Development Committee | 10:30am

PartnerTulsa Quarterly Report 

PartnerTulsa Executive Director, Kian Kamas, gave a quarterly update regarding current priorities including housing, neighborhood conditions, and other priorities. Some of these projects include the development of new housing units, commercial revitalization, Kirkpatrick Heights-Greenwood Advisory Committee applications, and searching for a new Executive Director.

Metropolitan Tulsa Transit Authority Fare Raise 

Representatives from the Metropolitan Tulsa Transit Authority presented a Resolution to increase their fares on the Fixed Route System from $1.75 to $2.00 per trip and the Paratransit Service from $3.50 to $4.00 per trip. They also discussed how they are making technological enhancements to their GoPass app and the validators on the buses to help with fare capping. Customers will not pay more, regardless of cash, credit card, or GoPass application. The new fares presented to the Council are: 

  • Single Ride Pass: $2.00 

  • Weekly Pass: $16.00 

  • Monthly Pass: $50.00 

  • Lift (Paratransit) 10 Rides: $40.00 


The change would take effect July 1, 2024. The Council will vote on this item at a Regular Council Meeting at 5pm on April 10, 2024.

United States Postal Service Repurposing of the Tulsa Processing Center 

Councilor Grant Miller proposed a Resolution urging the USPS to consider local health, economic, and community impacts of closure or repurposing of the Tulsa Processing Center and urging the extension and enhancement of public engagement. The president of the American Postal Workers Union was available to answer questions about the possible outcomes of the decision. The Council is scheduled to vote on this item at a Regular Council Meeting at 5pm on April 10, 2024.

Crutchfield Tax Increment Finance (TIF) Update 

Property representatives and the City of Tulsa gave an update on the Crutchfield Tax Increment Finance (TIF). The project is intended to encourage and leverage private and public investment for the purpose of increasing and improving housing stock in the Crutchfield Neighborhood.

Public Works Committee Meeting | 2:30pm 

Discussion on Adjustment of Elected Officials’ Salaries and Elections 

The Council discussed two proposed charter amendments for submission to voters on August 27, 2024: 


Councilors’ Salary 

  • Proposed amendment to the City Charter to rescind the City Councilor’s current salary of $24,000 per year, and to establish a new salary of $32,000 and provide for future Consumer Price Index (CPI) adjustments. At the 5pm City Council meeting, the Council voted 8-1 to send this proposed charter amendment to voters. 


Auditor’s Salary 

  • Proposed amendment to rescind the City Auditor’s current salary of 70% of the Mayor’s salary, and establish a new salary of 75% of the Mayor’s salary. At the 5pm City Council meeting, the Council voted 9-0 to send this proposed charter amendment to voters.

Chief Medical Officer Report 

Chief Medical Officer, Dr. Jeffrey Goodloe, provided updates to four current programs: 


Whole Blood Administration 

  • Program to allow EMSA and fire departments to carry specified units of whole blood to aid critical patients in the field. 

  • Estimated start in metro Tulsa is July 1 

  • Partnership with Our Blood Institute, Tulsa Fire Department, EMSA, Saint Francis Hospital Trauma Services, St. John Medical Center Trauma Services, Medical Control Board/Office of the Medical Director 


911 Basic Life Support (Dual EMT) Ambulance Response 

  • 60-Day update on ambulance staffing and frequency of responses in the community 


Paramedic Credentialing 

  • Update on paramedic credentialing from July 1 to date 


Neuroprotective (Head Up) CPR 

  • EleGARD CPR Device is designed to slowly raise the head and upper torso during CPR to maximize blood flow and increase chances of survival.  

  • Device has been successfully implemented in Edmond, plans are underway to bring it to Tulsa

Fees for Use of Park & Recreation Facilities 

The Park and Recreation Board approved an update to fees and charges for certain uses of the Park and Recreation facilities on February 6, 2024. Facilities include sports fields and courts, pools, special events, and community center room rentals. The Council is scheduled to vote on this item at the 5pm City Council meeting on April 10, 2024.

"Star Tulsan" Award

Councilor Crista Patrick honored Bruce Lewis and Alice Wegley from District 3 as “Star Tulsans” for their volunteer work to catalog and inventory approximately 25,000 costume pieces at the Tulsa Performing Arts Center and creating a community resource for local theatres and schools, improving the cultural assets of the City of Tulsa. 

 

The “Star Tulsan” award recognizes residents who provide a positive image, not only for their District but for the entire City, through their outstanding work.
