The City Council met on August 7, 2024, for committee meetings and a regular meeting.
Below are the highlights of Council discussion and action items.
Urban & Economic Development Committee Meeting | 10:30am
Budget Amendment Discussion – 36N Comanche Streets and Sewers
Councilors discussed a proposed budget amendment that would allocate American Plan Rescue Act (ARPA) funds towards infrastructure needs to support the 36N Envision Comanche project located at 36th St. North and Peoria Ave.
The 553-unit complex will be a mixed-income, mixed-use community to address affordable housing needs and encourage economic growth and prosperity in the North Tulsa neighborhood.

Discussion on EMSA Care Program
Councilors met with representatives from Emergency Medical Services Authority (EMSA) regarding information on the EMSACare program. The program aims to provide ambulance services to Tulsa residents with no out-of-pocket costs for EMSA emergency and non-emergency transports with their membership. The program costs $5.45 per month and is included in the regular utilities bill.
August is open enrollment month for the program, and residents can check or change their enrollment status by calling the City of Tulsa’s Customer Care Center at 3-1-1, Monday through Friday, 8am-5pm.

Discussion Regarding Hotel Tax Ordinance

Noise Ordinance Amendment
Councilors voted to approve the amendment of the Noise Ordinance that will add clearer and updated definitions. Some of the changes include:
Clarifying the affected party as a reasonable person of normal sensitivities
Updating the language and adding “amplified music”
Removes the specified times of which the violations would occur, applying the ordinance applies to any time of day or night

Zoning Code Amendment – Data Center and Related Regulations
The City Council voted to approve the proposed zoning code amendment that will add a clearly define a data center and related regulations.
On December 20, 2023, Councilors adopted a rezoning ordinance that would allow the construction of a data center at the intersection of E. 11th St. S. and the Creek Turnpike, known as Project Anthem.
To address concerns and questions, this is a proposal to amend the zoning code to clearly define the data center to more accurately reflect their unique operations, as well as amend other provisions in the code related to parking and wireless communication facilities.
