The City Council met on December 4, 2024, for committee meetings and a regular meeting.
Below are the highlights of Council discussion and action items.
Urban & Economic Development Committee Meeting | 10:30am
Discussion Regarding Amendment of Health Nuisance Ordinance
Councilors discussed a proposed amendment to the Health Nuisance Ordinance that would add dirt and dust to the list of environmental items considered a health nuisance.
When not properly mitigated or contained, dust and dirt can cause irritation of the eyes, nose and throat, poor visibility, respiratory illness, and/or property damage. Regulations related to dust and dirt are generally covered in the Clean Air Code of Tulsa Revised Ordinances and enforced by the City/County Health Department. This amendment seeks to include dust and dirt in the Nuisance Code in order to streamline enforcement and allow for City of Tulsa code enforcement officials to take action when appropriate under the Nuisance Code.
The Council is scheduled to vote on this item at the 5pm regular meeting on December 11.

Discussion on the Selection of Two Councilors to Serve on the Vision Arts Independent Review Panel
Councilors held a discussion on the selection of two City Councilors to serve on the Independent Review Panel for Vision Arts 6 grant applications. The Independent Review Panel reviews grant applications submitted for Vision Arts 6, a program of the voter-approved Vision Tulsa initiative which awards $150,000 every year in arts support to eligible organizations over a 15-year cycle to stimulate economic development throughout Tulsa.
At the 5pm regular meeting, Councilors voted to appoint Councilors Laura Bellis and Jackie Dutton to the Independent Review Panel.

Vote on Ordinance Updating Planning & Zoning Code Fees
Councilors voted to approve an ordinance amending the “Administrative, Permit, and License Fees” section in the Municipal Code, adding a new chapter, “Planning and Zoning Fees.”
The update more accurately reflects the cost of processing applications, including those for the Tulsa Metro Area Planning Commission (TMAPC) and the Board of Adjustment (BOA), from beginning to end. Another advantage of this proposed fee structure is the incorporation of flat fees that make it much clearer to applicants how much their application will actually cost, as opposed to the current approach with low base fees plus various additional fees for notices, etc. The total number of application fees are reduced from 68 fees with variables to 34 flat fees. The number of TMAPC fees will be reduced from 45 to 24, and the number of BOA fees will be reduced from 28 to 10. This provides a more transparent and customer-friendly approach.

Vote on Budget Amendment for District 9 Community Development Project - Manion Park Rehabilitation
Councilors voted to approve a budget amendment that will allocate $550,000 to the District 9 Community Development Project at Manion Park to renovate and add amenities. The proposed updates would include asphalt walking trails, LED lighting along the trails, and dog-friendly water fountains.
At the 5pm regular meeting on October 16, Councilors voted to approve the rehabilitation project following the Committee discussion.

Vote on American Rescue Plan Act (ARPA) Funding for 36N Comanche & Financial Empowerment Center
Councilors discussed a proposed budget transfer of American Rescue Plan Act (ARPA) funding toward the installation of public sidewalks around the redevelopment 36N Comanche project and additional financial counseling services at the Financial Empowerment Center.

Quickie Mart Hearing of Appeals
Councilors listened to the continued appeals case regarding Quickie Mart. Following the Board of Adjustment meeting on November 19 where the business was approved a special exception for a 10-foot fence but was denied a special exception to permit outdoor assembly and entertainment, representatives from Quickie Mart and Code Enforcement provided Councilors with updates and potential plans moving forward. Code Enforcement stated that, based on good faith efforts and communications with Quickie Mart, they will close the case related to the Remedial Civil Penalties and follow up on the progress of the remaining violations. No action was needed or taken by the Council.
