The City Council met on February 12, 2025, for committee meetings and a regular meeting.
Below are the highlights of Council discussion and action items.
Urban & Economic Development Committee Meeting | 10:30am
Discussion of a Proposed Budget Amendment Regarding Funding Services at the Office of Children, Youth, & Families
Councilors discussed a proposed budget amendment of $115,000 from vacancy savings to support services at the Office of Children, Youth, and Families for the remainder of the fiscal year.
On Tuesday, Mayor Monroe Nichols announced the creation of the Mayor's Office of Children, Youth, and Families (MOCYF) at a news conference at City Hall. This office will be the first of its kind and serve as a collaborative hub for improving outcomes for children and families in Tulsa. It's goal is to place 15,000 additional children on a path to economic mobility by 2030, ensuring youth in Tulsa thrive.
The office is anticipated to be led by ImpactTulsa, a local nonprofit, and will report to the Deputy Mayor. MOCYF will be responsible for implementing programs, policies, and other initiatives to achieve its goals.

Discussion on Proposed Amendment to the Tulsa International Airport Economic Development Project Plan
Councilors discussed a proposed amendment to the Tulsa International Airport (TIA) Economic Development Project Plan to accommodate future growth and development.
TIA seeks to increase their Tax Increment Finance (TIF) districts to expand the property at the airport available for economic development opportunities, encouraging more companies to build and contribute growth and jobs in Tulsa.
The Economic Development Plan consists of joint TIFs between the City of Tulsa and Tulsa County.

Discussion on Proposed Tax Increment Districts - Crutchfield, Southern Villa, Pearl District
Councilors discussed three resolutions that will establish Tax Increment Finance (TIF) districts in the Crutchfield (District1), Southern Villa (District 2), and the Pearl District (Districts 4 and 1) areas.
The purpose of establishing TIF districts is to encourage economic growth and redevelopment. If passed, the three TIF districts have the potential to contribute to 1,815 housing units. Increasing the housing stock is a step the City of Tulsa is making to address the critical housing shortage.

Public Works Committee Meeting | 2:30pm
Presentation by the Mayor Regarding the Proposed Community Builder Pilot Program
Councilors and Mayor Monroe Nichols discussed the purpose and goals of the mayor's proposed Community Builder Pilot Program. The program addresses the key concerns regarding permitting, code enforcement, and affordable housing and development challenges.
The program is designed to fast-track developers through the permitting system to speed up development while driving down the cost. During the program's course, the aim is to identify challenges in the permitting process and improve it for future developments.

Discussion Regarding a Proposed Amendment to the Nuisance Ordinance Under "Summary Abatement"
Councilors discussed a proposed amendment to the "Summary Abatement" section of the Nuisance Ordinance to coincide with the City Charter. Currently, the ordinance only lists tall grass, weeds, and trash can be summarily abated. If passed, the ordinance will mirror the Charter by expanding the types of cases eligible for summary abatement, such as stagnant water.
Summary abatement is a process that allows for expedited abatement of nuisances previously noticed under the same ownership within a 24-month time period.
This amendment would permit the City to respond to nuisances more quickly, increase efficiency by allowing contractors to address violations at the same time, and increase health and safety protections for Tulsans.

Tulsa City Council Meeting | 5:00pm
Vote on Traffic Signal & ADA Upgrades for Route 66 Aero Bus Rapid Transit Stations Link Tulsa
Councilors voted to approve the installation of traffic signal and ADA upgrades as part of the Route 66 Aero Rapid Bus Transit Stations Link project. This will include the installation of six-foot industrial poles, pedestrian push buttons, resetting pull boxes and electrical conductors.

Vote on a Budget Amendment of $2 Million for Stormwater Improvement Projects
Councilors voted to approve a budget amendment transferring $2 million between projects in the Tulsa Public Facilities Authority (TPFA) Stormwater Revenue Bond Fund. The funds will be moved from the Lewis Avenue 41st to I-44 project, which will be put on hold for two years due to ONG being unable to do the required utility work, to other projects. Funding for the Lewis project will be replaced from future sources.
