The City Council met on October 16, 2024, for committee meetings and a regular meeting.

Urban & Economic Development Committee Meeting | 10:30am
Discussion on Proposed Ordinance Updating Municipal Court Collection Services
Representatives from Municipal Court met with Councilors to discuss a proposed ordinance repealing a section regarding collection services. Currently, traffic citations are only sent to collections after a defendant has been to court before a judge but has failed to pay the fines and fees. The repeal of this ordinance would allow the Municipal Court to mirror state law where failure to appear and failure to pay the court’s fines and fees would result in the balance for that case be sent to a collections agency.

Discussion on Proposed Zoning Code Amendment Regarding Housing Feasibility (Path to Home)
Representatives from the Tulsa Planning Office met with Councilors to discuss updates to the zoning code amendment discussion from the previous committee meeting regarding further research into other cities' on parking requirements.

Consideration of an Economic Agreement for Public Infrastructure
Councilors discussed a proposed resolution that would partially fund public infrastructure improvements for the intersection near Tulsa Hills at 71st St. and Elwood Ave. The upgrade would improve traffic flow during peak hours ahead of the construction of new retail development.

Public Works Committee Meeting | 2:30pm
Discussion on Proposed Amendment to the Tulsa International Airport Economic Development Project Plan
Councilors discussed a Memorandum of Understanding with the City of Tulsa regarding a major amendment to the Tulsa International Airport (TIA) Economic Development Project Plan. In September, the Council approved a similar Memorandum of Understanding with Tulsa County.
The amendment to the TIA Project Plan is to expand the acreage size of several of the TIF districts and adjust the budget accordingly, as well as establishing a Review Committee to monitor and make recommendations on the Project Plan.

Discussion on the Closing of Public Ways – Public Hearings
Councilors discussed the closing of a certain Air Space portion of a Public Way located at 424 N. Boulder Ave. This is to allow construction of balconies that will overhang the right-of-way. There was a public hearing held at the 5pm regular meeting for Councilors to hear from the public regarding this proposal. There were no speakers for this item.
Councilors also discussed the closing of a Public Street located at 11313 E. 13th St. to satisfy title requirements. There was a public hearing held at the 5pm regular meeting for Councilors to hear from the public regarding this proposal. There were no speakers for this item.

Discussion on a Proposed District 9 Community Priority Project at Manion Park – Vote at 5pm
Councilors discussed a proposed District 9 Community Priority Project that would renovate and add amenities at Manion Park. The proposed updates would include asphalt walking trails, LED lighting along the trails, and dog friendly water fountains.
At the 5pm regular meeting, Councilors voted to approve the project.

Discussion with Tulsa County Election Board Regarding Early Voting Locations
Councilors met with a representative from the Tulsa County Election Board to spread awareness of an alternative location for early voting. The Election Board is anticipating a large influx of early voters, voters turning in their absentee ballots, and precinct officials picking up and dropping off supplies. To help ease the burden on parking, the Election Board is encouraging voters to go to the site of their new location at 12000 East Skelly Drive where there will be ample parking and ADA parking spaces available.
